You used the word effectiveness as opposed to efficiency and that is how I will answer. You also included the word interface, which to me means "user" interface or "electronic" interface.
Effectiveness means is it doing the job it was intended to do. So the question becomes "how do you measure the effectiveness of the interface in an e-business transaction?"
Answer, does the interface perform what it is intended to do within the time and resources allotted. For user interface transactions, can the user perform the transaction as planned within the time and resources allotted. For electronic transactions, are they done accurately and timely and reliably?
